JACOBS RECORDS NEARLY A $2 MILLION SURPLUS

Credits “Renew Local” Initiative and Strong Real Estate Market

Erie County, NY – As he concludes his second year in office, Erie County Clerk Chris Jacobs once again closes the books with close to a $2 million surplus. Jacobs reported this week that he will record over a $1.9 million surplus.

“In the last two years we have generated more than $4 million in surplus funds, with no increase in the amount of employees at the Clerk Office,” said Jacobs.

Jacobs attributes the surplus to his hard working employees, his campaign to encourage residents to renew their license and registrations locally and a strong real estate market. “These funds do not stay at the Clerk’s Office but go back to the county to support the many important services that we provide to our citizens,” said Jacobs.

In 2012, Jacobs’s surplus in the Clerk’s Office accounted for 50% of the over-all county surplus.

Urges New York State to provide funds to cover costs to local government for implementing law

Erie County, NY – Although his term as Chair of the eight County Western Region of the New York State County Clerks Association (NYSACC) does not begin until January, Erie County Clerk Chris Jacobs is already working on behalf of the  Western Region County Clerks who have been financially impacted through the NY SAFE Act.

“Albany repeatedly said this new gun law would not be an unfunded mandate on local governments, unfortunately that is not the case,” said Jacobs.  Jacobs is delivering a resolution approved by the Western Region Clerk’s to the Statewide County Clerk’s Association meeting next week in Lake Placid stating that the Western New York Counties alone have incurred over $100,000 in additional costs because of the Safe Act.

Will post all “Clerk Plates” on county website and make available for all citizens

Erie County, NY - A long-held traditional perk of County Clerk’s has been the ability to dole out a limited number of “Clerk Plates” with such desirable prefixes as “EC or ER.”

County Clerk Chris Jacobs wants to end this practice and plans on listing all available plates on the county website with a simple request form. “Plates will then be awarded on a first come first serve basis,” stated Jacobs. “My goal here is to remove any perception of favoritism in awarding these plates.”

Prefixes other than “EC” and “ER” that the Clerk has available are “B, BF, BL, BU, CE, and E” and are the same cost as a typical license plate which is $28.75. Approximately 70 of these plates are currently available. The “Clerk Plates” can only be issued for passenger vehicles and are not obtainable for commercial vehicles, motorcycles or trailers.

Says Poloncarz is projecting faulty revenues for Auto Bureau

Erie County, NY – Erie County Clerk Chris Jacobs is sounding an alarm after seeing the County Executive’s revenue estimates for the Erie County Auto Bureau for the 2014 budget year. “I am very concerned about these estimates, they are half a million more than my office projected for the Auto Bureau in our submission to the County Executive’s budget office,” said Jacobs. “I have put my concerns in writing to Comptroller Mychajliw, who is charged with reporting to the Legislature on the validity of the County Executive’s revenue estimates.”

“The Erie County Legislature needs to know that from the moment they receive the County Executive’s proposed 2014 budget that it is out of balance more than $550,000 because there is no way the Auto Bureau will hit the revenue amount the County Executive has put in his budget,” stated Jacobs.

ALBANY, NY - New York State Department of taxation and Finance has announced a new initiative that changes the way homeowners apply for the basic STAR Tax Exemption. The Tax Department as of August 26th, 2013 and confirmed by the department in a written statement, has mailed out 550,000 STAR registration letters to Homeowners in 17 Western Region Counties. These counties include; Allegany, Cattaraugus, Chautauqua, Chemung, Erie, Genesee, Livingston, Monroe, Niagara, Ontario, Orleans, Schuyler, Seneca, Steuben, Wayne, Wyoming and Yates. Including this most recent mailing, the total outreach is 2.6 million homeowners.

Says Mortgage Tax Collections up 16.8% Over Same Period Last Year

Erie County, NY-Erie County Clerk Chris Jacobs announced his office will soon distribute to local governments throughout the County their share of the Erie County Mortgage Tax collections based off of real estate transactions recorded in the Clerk’s Office.  The total to be distributed on May 15th is $7,896,969.86 and covers the six month period October 1, 2012-March 31, 2013.  This amount is 16.8% higher than the same period last year.

“Record low interest rates have fueled both refinancing and home purchases throughout Western New York.  This is a positive development for Erie County’s municipal governments since mortgage tax distributions are a major source of revenue for many of the County’s cities, towns and villages,” stated County Clerk Jacobs.

       Says proud of role Clerk’s office plays to support critical services while keeping down taxes

Erie County, NY – Erie County Clerk Chris Jacobs reported today that his office accounted for 50% of the overall county surplus.  Jacobs’ is referring to the County Comptroller’s report released yesterday which shows an overall budget surplus of $4.27 Million, and  “roughly 50% of the county’s entire operating surplus,” came from the County Clerk  said the Erie County Comptroller in his budget close-out report.

“We were proud to report our over $2 million dollar surplus several months ago but the fact that we contributed such a large percentage to the County’s overall surplus is quite significant,” said Jacobs. The Clerk’s Office represents only 4% of the County’s work force but is responsible for one-half of the 2012 County’s surplus.
